Yes, the question has been answered. 

To be clear, from Windows Vista forward:

• UAC is enabled by default
• The built-in real "Administrator" account is disabled (even in safe mode)
• With UAC on - All logged in users regardless of group membership operate under a "limited" account until "Allowing" an elevation when prompted
• If you enable the "Administrator" account and logon as the "Administrator" you will no longer receive any UAC prompts.  This is the only account where you will experience this behavior.
