Looks like you have many add-on toolbars in IE. Get rid of all of them and it will probably run much better.
Google. Bing, Ask, Yahoo, etc.
Start IE, click on Tools then Manage Add-ons.
Disable everything except Flash.
Close IE then start it again and see if it's any better.
