Need Help deleting 1 File!

Hello, a while ago i myself deleted internet explorer of off my computer, then it was put back on by my family, but the installation didn't work completely and i just want to delete it. now the problem is that when i go to the internet explorer file inside my progrm files and click delete, i need permission from trusted installer to delete that file. i tried running it in safemode and that didn't work so i would like some help in deleting this file.
Internet Explorer is part of the Windows operating system and should never be uninstalled. It can be disabled but trying to remove it can have serious consequences. You have been unable to remove that file because it is probably an operating system file. Windows is trying to stop you from crashing the system.

I would suggest trying to repair, not remove Internet Explorer. You can always disable it later.

What Operating system do you have?

Because if what Lee suggested does not work you can try a system restore.

The OS is W7 but I'm afraid my suggested fixes will work only up to Vista, not W7 as I just found out after checking my links. I'd go with Jimbo1's suggested W7 restore. Make sure it is to a date before you originally tried to un-install Internet Explorer 8. Cheers, Lee
You can uninstall Internet Explorer 8 from Windows 7 (sort of).

Parts of Internet Explorer cannot be removed as they are used throughout the Windows 7 for other things, including image rendering. What this does is remove the IE8 executable and ability to associate file types with IE8 (HTM, HTML, etc.).

You can also reinstall via the same process only check the IE8 box.
