Running: Windows Vista Home Basic on a Toshiba Laptop

So in the past few days i've had a few issues with my computer. AIM 7.3 will not launch at all. The second I click to open it the buddy list pops up and disappears and the icon in the taskbar disappears. I've tried uninstalling and reinstalling to no luck. I've also tried installing AIM 6.0 with no luck either and instead getting a message saying "ERROR: Cannot start AIM 0x80040154. (IM-0001)". I've also had a problem with the Toshiba service station, getting an error that says "Please set registry key HKLM\Software\Microsoft\.NETFramework\InstallRoot to point to the .NET Framework installation". I've tried a system restore and once my laptop boots back up it says that the System Restore could not be completed due to an unexplained problem and I have been reverted back to my normal state. Where this happens is at the Registry state of the backup after the Initializing system restore stage. So my beliefs are:

-This could be a virus. I had a program I don't ever remember installing called SIPPS and when I went to uninstall it, the uninstaller would give me the "program not responding" window and I would have to close it. I used a program called perfect installer to rid of it, but the installer still gave me the error and I was only able to remove registry entries that it had selected.
-This could be a registry error. Due to the last part of the above part, I might have removed registry entries that were in use and I need a way to retrieve them.

When this started happening was after the SIPPS uninstallation, and I started seeing more errors, noticebly the AIM and toshiba service station errors after a Windows Update.

ALSO I do run Norton 360 v4.0 and no notable virus errors have appeared, which makes me more inclined to believe its a registry issue.
