CPU Issue

for some reason my "CPU USAGE" keeps spiking up to 100% and when it holds there for any length of time the computer shuts down then resets. i notice that whenever i run a program it spikes but more so when first starting up, than when its running(sometimes its the entire time) then it tends to go back down. Ive runing every virus scanner that i could think of on the computer but it shows up as nothing wrong.
