You have been able to help me in the past so I've got confidence you can again. I'm not super techno-savvy but pretty good at following advice and giving tech experts feedback to possibly help me.
We experience our home PC running slow even though I try to stay on top of things using updated versions of Ad-Aware, CCleaner, Spybot Search & Destroy, Start-Up Inspector for Windows, and Windows Defender. I also use Symantec anti-virus software updated each year.
We do not do much downloading from the web but do a fair share of browsing.
Up until a few months ago running the free utilities that I describe above along with using the Microsoft tools that came with the system always seemed to improve the speed. Lately, not so much so.
What can I provide you that might indicate some things that could be slowing our 5 year old Dell desktop?

Download the GMER Rootkit Scanner. Unzip it to your Desktop. Before scanning, make sure all other running programs are closed and no other actions like a scheduled antivirus scan will occur while the scan is being performed. Do not use your computer for anything else during the scan.
Double-click gmer.exe. The program will begin to run. **Caution**
These types of scans can produce false positives. Do NOT take any action on any "<— ROOKIT"entries unless advised!
If possible rootkit activity is found, you will be asked if you would like to perform a full scan.
Click NO
In the right panel, you will see a bunch of boxes that have been checked … leave everything checked and ensure the Show all box is un-checked.
Now click the Scan button. Once the scan is complete, you may receive another notice about rootkit activity.
Click OK.
GMER will produce a log. Click on the [Save..] button, and in the File name area, type in "GMER.txt"
Save it where you can easily find it, such as your desktop.
Post the contents of GMER.txt in your next reply.
Please describe how your computer is behaving at the moment, listing any symptoms and problems that you are experiencing.

NOTE: If you would like to keep your saved passwords, please click No at the prompt.
Click Exit on the Main menu to close the program. It's normal after running ATF cleaner that the PC will be slower to boot the first time.
Double Click mbam-setup.exe to install the application.
Make sure a checkmark is placed next to Update Malwarebytes' Anti-Malware and Launch Malwarebytes' Anti-Malware, then click Finish.
If an update is found, it will download and install the latest version.
Once the program has loaded, select "Perform Quick Scan", then click Scan.
The scan may take some time to finish, so please be patient.
When the scan is complete, click OK, then Show Results to view the results.
Make sure that everything is checked, and clickRemove Selected. <– very important
When disinfection is completed, a log will open in Notepad and you may be prompted to Restart. (See Extra Note)
The log is automatically saved by MBAM and can be viewed by clicking the Logs tab in MBAM.
Copy&Paste the entire report in your next reply.
Extra Note:If MBAM encounters a file that is difficult to remove, you will be presented with 1 of 2 prompts, click OK to either and let MBAM proceed with the disinfection process, if asked to restart the computer, please do so immediately.
NEXT
Go to Kaspersky website and perform an online antivirus scan.
Read through the requirements and privacy statement and click on Accept button.
It will start downloading and installing the scanner and virus definitions. You will be prompted to install an application from Kaspersky. Click Run.
When the downloads have finished, click on Settings.
Make sure these boxes are checked (ticked). If they are not, please tick them and click on the Save button:
Spyware, Adware, Dialers, and other potentially dangerous programs
Archives
Mail databases
Click on My Computer under Scan.
Once the scan is complete, it will display the results. Click on View Scan Report.
You will see a list of infected items there. Click on Save Report As….
Save this report to a convenient place. Change the Files of type to Text file (.txt) before clicking on the Save button. Then post it here.

It appears as though a couple of infections were found in both your Outlook and Outlook Express, unfortunately there is no way of identifying which particular email it is, so I cannot delete it here as I will take out your entire inboxes,
Look at the emails in "Brick - Rickabaugh" in OE and delete any that appear suspicious (without opening attachments)
The other infection is in the Outlook archived files, which you can probably delete.
NEXT
Please do the following:
Please download OTM by OldTimer.
Save it to your desktop.
Please click OTM and then click >> run.
Copy the lines inside the codebox below to the clipboard by highlighting ALL of them and pressing CTRL + C (or, after highlighting, right-click and choose Copy):
Return to OTM, right click in the "Paste Instructions for items to be Moved" window (under the yellow bar) and choose Paste.
Click the red Moveit! button.
Copy everything in the Results window (under the green bar) to the clipboard by highlighting ALL of them and pressing CTRL + C (or, after highlighting, right-click and choose copy), and paste it in your next reply.
Close OTM
Note: If an item cannot be moved immediately you may be asked to reboot the machine to finish the move process. If you are asked to reboot the machine choose Yes. In this case, after the reboot, open Notepad (Start->All Programs->Accessories->Notepad), click File->Open, in the File Name box enter *.log and press the Enter key, navigate to the C:\_OTM\MovedFiles folder, and open the newest .log file present, and copy/paste the contents of that document back here in your next post.

Just for your awareness, we don't use our Outlook Express any more. We've been running only Outlook 2003 for some time now.
Can I simply delete any Outlook Express files that are present?

I see some improvement in the speed however I've not been doing very much work on the machine while performing the suggestions you have provided.
I have not yet deleted the "old" Outlook Express files but intend to do so now.

Download ToolsCleaner2 to your desktop and run it ( by de A.Rothstein & Dj Quiou )
Click the Pt. Restauration button and press OK to the prompts.
Click the Corbeille button and press OK to the prompt.
Click the Fichiers temp button and press OK to the prompt.
Click the Recherche button and let it run ( it may look like it freezes but let it continue )
Once it is done click the Suppression button and let it remove anything it finds.
Close the program

System Restore makes regular backups of all your settings, if you ever had to use this program to restore your system to a previous date, you will be infected all over again so we need to clean out the previous Restore Points
We need to set a new system restore point:
Click Start > Run > copy and paste the following into the run box:
%SystemRoot%\System32\restore\rstrui.exe
Press OK. Choose Create a Restore Point then click Next.
Name it (something you'll remember) and click Create,
when the confirmation screen shows the restore point has been created click Close.
Now remove all previous Restore Points:
Click Start > Run > copy and paste the following into the run box:
cleanmgr
At the top, click on More Options tab. Click the Clean up button in the System Restore box.
Click on the Yes button.
When finished, click on Cancel button to exit.

SpywareBlaster protects against bad ActiveX, it immunizes your PC against them.
SpywareGuard offers realtime protection from spyware installation attempts. Make sure you are only running one real-time anti-spyware protection program ( eg : TeaTimer, Windows Defender ) or there will be a conflict.
Make Internet Explorer more secure
Click Start > Run
Type Inetcpl.cpl & click OK
Click on the Security tab
Click Reset all zones to default level
Make sure the Internet Zone is selected & Click Custom level
In the ActiveX section, set the first two options ("Download signed and unsigned ActiveX controls) to "Prompt", and ("Initialize and Script ActiveX controls not marked as safe") to "Disable".
Next Click OK, then Apply button and then OK to exit the Internet Properties page.
ATF Cleaner - Cleans temporary files from IE and Windows, empties the recycle bin and more. Great tool to help speed up your computer and knock out those nasties that like to reside in the temp folders.
MVPS Hosts file replaces your current HOSTS file with one containing well known ad sites and other bad sites. Basically, this prevents your computer from connecting to those sites by redirecting them to 127.0.0.1 which is your local computer, meaning it will be difficult to infect yourself in the future.
For Firefox, I highly recommend these add-ons to keep your PC even more secure.
NoScript - for blocking ads and other potential website attacks
McAfee SiteAdvisor - this tells you whether the sites you are about to visit are safe or not. A must if you do a lot of Googling

ERUNT (Emergency Recovery Utility NT) allows you to keep a complete backup of your registry and restore it when needed. The standard registry backup options that come with Windows back up most of the registry but not all of it. ERUNT however creates a complete backup set, including the Security hive and user related sections. ERUNT is easy to use and since it creates a full backup, there are no options or choices other than to select the location of the backup files. The backup set includes a small executable that will launch the registry restore if needed.

I have now done all that you have recommended. I could not find any files related to Outlook Express to delete. I must not know how to get to them.
Another topic. I currently subscribe to Norton Anti-Virus that I have been renewing annually for about 3 years. I also use SpywareGuard. Then just recently a friend told me to try Windows Defender so that is currently active.
I also periodically use Ad-Aware, CCleaner, and SpywareBlaster.
Is any combination of these tools a bad thing?

Spyware Guard and Windows Defender both offer real time protection, you only really need one.
The rest of the programs are fine together.
