Yes that is fine
Unfortunately there are no HP Windows 11 drivers for your notebook so you will have to make do with using those for Windows 10 which you can download and save to a USB the drivers from here you only want the latest versions that are available.
Once you have the drivers, do a Windows reset and choosing the Remove everything option
Once the above has been one, keep the notebook disconnected from the Internet and install the drivers following to the letter the steps in my canned info below;
Once Windows has been clean installed you must then install first the MBs chipset drivers, then the storage/SATA drivers and third the graphics drivers, the drivers can either come from a disk provided by the motherboard manufacturer ** or downloaded from their site and saved to a flash drive etc, this is a must and Windows should not be allowed to check for updates before it has been done as more often than not Windows installs the wrong drivers or in the incorrect order and this can cause all sorts of problems.** For OEM computers/notebooks such as Acer, Dell, HP and Lenovo etc you must only download drivers from their support page, OEMs may sometimes redirect users to a third party site such as AMD or Nvidea to obtain the latest drivers for their GPUs, this tends to be for high end gaming notebooks and desktops though.

Alright, so windows was reinstalled but when I plugged in the usb in order to install the drivers the computer froze up. I.e., I can still see the screen but it doesn't respond to the mouse nor keyboard.
Unless you have a few more tricks up your sleeve or think this computer can still be salvaged using this one cool trick that computer manufacturers don't want me to know, my most likely course of action, is to just go buy a new one.
Thank you for all of your help in this matter - all of the time & advice that you've devoted & provided. It's truly appreciated.

Odd behaviour but no way should you be considering replacing what is a perfectly good notebook.
Have to ask, have you since tried booting the notebook into Windows and not inserting the USB device that has the chipset drivers on it.

I've been on the road, so I haven't tried anything else.
To recap, windows was reinstalled. It seemed to be working...at least for the moment...I hadn't done much with it other than installing it. I then inserted the usb stick with the drivers & it froze up immediately.
Are you saying to boot into windows, do nothing else, and see what happens?
