Maybe.Well, I must ask, was he in a universal jurisdiction?

Seeing as how universal jurisdiction is not actually believed to even exist "universally"... and those that believe in universal jurisdiction believe it covers the whole universe... I really don't know how to answer you question.

No. (He was unconscious prior to police arriving).Any tazers involved??
Forensics have not been done but to the naked eye, no discernible blood on the brick. The man does have an abrasion on his forehead... it's not really bleeding.Any blood on him or the brick?
