Seeing as how universal jurisdiction is not actually believed to even exist "universally"... and those that believe in universal jurisdiction believe it covers the whole universe... I really don't know how to answer you question.

He had abseiled down a building illegally, but had decended too quickly causing teh blood to rush to his head causing him to pass out and lose consciousness once standing on the ground?

he'd just stolen some drug(can't think of the name of it but in films they put some on a cloth and use it to knock out the person they're kidnapping) from a chemist but the fumes from it knocked him out as he was making his getaway. :popcorn:

Back to the topic at hand, apart from being found unconscious, was the guy in good health, no sign of heart attack or stroke etc? And u mentioned he had no firearms, but did he have any other weapons such as a knife or screwdriver etc on him or nearby?

He was not under the influence of any intoxicant... which would include chloroform or ether. I'm not sure that they would qualify as weapons but he did have a pocket knife in his pants pocket- a standard small pen knife, as well as a Leatherman Multi-tool in a pouch/scabbard hanging on his belt. There was also a brick laying beside him on the sidewalk.

Ok did he use the brick to break into a shop thru the window, cut himself badly on the glass and whilst trying to escape passed out unconscious from blood loss

No. (He was unconscious prior to police arriving).

Any blood on him or the brick?

Forensics have not been done but to the naked eye, no discernible blood on the brick. The man does have an abrasion on his forehead... it's not really bleeding.
