What kind of precautions should I take with program files?

Don't transfer them. Reinstall them off original CD's where possible. These are where it is possible to move the infection with you.

Should I change all my passwords before reformatting my computer? What should I do first?

Doesn't matter the order. What is important is do not do it from the infected computer. Either use one you know to be clean, or wait until you have reformatted and know this one is clean.

Tomk, Sorry if it took too long to do it but, I'm now reformatted and reinstalled. What do you suggest next? 02dakota
