No problem there.

Okay. How are you turning it off?
You should be going through the Start Menu and not just pushing the computer's front power button.
Also, there is often a setting in the BIOS Setup Menu that allows you to change the behavior of the computer's power button. If you check in there, you may find that it is set to "Press and Hold for 4 Seconds" to actually power off the computer.

we'd need your motherboard model. If you have a Dell or HP or other major brand PC, what is the exact model, (e.g. 200 series is NOT the model number,)
generally it would be in the power section

What OS and more information on your computer please.
Do you get a prompt that says something like, "It is now safe to turn off your computer"?
This problem could be the result of several things. I would attempt to boot into the BIOS Setup Menu as suggested to check settings. Make sure your date and time are correct, and all your drives have been identified. If this problem just started, it may be due to a corrupt BIOS that may simply need resetting. Or you may need a new battery, to hold those settings correctly. Fortunately, batteries are cheap and readily available.
When in the BIOS menu, note these settings:
| Wake-Up by PCI card [Enabled] | |
| Power On by Ring [Enabled] | |
| Wake Up On LAN [Enabled] | |
You want those to be "disabled". If they are enabled, where did this computer come from? Was it previously a workstation on a corporate network?
Another possibility is your computer is having a fatal error during shut down, and the Automatically restart is triggered.
Next time you are in there (even if in Safe Mode) go to Properties under My Computer and click on the Advanced tab. Under Startup and Recovery, click Settings and ensure the Automatically restart check box is not set, then OK your way out, and restart your computer. The next time you shutdown, if there is problem, hopefully your computer will freeze at the BSOD, and give us some clues.
What happens if you follow the Shut Down path in Task Manager (Ctrl-Alt Del)?
Just ran into something that jogged my memory. In Control Panel > Power Options > Advanced, what are the settings shown under the Power buttons section? On this XP machine, they are set to "do nothing", which means, if powered on, simply pressing and releasing the button does nothing. I have to press and hold to have it shut down "hard".
Once the system is shut off, however, pressing the button momentarily will start the power up/boot process.
