Wow, a bunch of stuff missing.
I'll look into it a bit more. While I do try this:
Click Start->All Programs->Accessories->System Tools->System Restore (if there obviously). See if that opens it.
Also check to see if the System Restore service is running. Click Start->Run and type in services.msc. Click OK. Look for the System Restore Service. Make sure it's startup type is automatic and that it is running.

I used the "Click Start->All Programs->Accessories->System Tools->System Restore" way and it worked in terms of turning off the system restore and then turning it on after rebooting the computer. I also installed all those free software that u advised me to do in order to protect my computer from further infections. My computer is running very smoothly - i'm so relieved!!!!
