Remove the Battery from your Laptop and Re-Run the PCPitstop Full Test while running only on the A/C power adapter cord.
(while you're at it, check that Battery for possible recall)
Go to the Dell site linked below:
https://www.dellbatteryprogram.com/Identify.aspx
Both your CPU and your RAM memory are significantly "underperforming".
Is this machine still covered by Warranty?
I'd sure be thinking about simply handing it back to DELL if it is still under warranty.
Things that "you" can do:
Be sure your motherboard Cache 2 is enabled
http://www.pcpitstop.com/pcpitstop/CpuCache.asp
Be sure your "power-settings" are not responsible for throttling back the CPU/RAM.
How would you know?
GoTo:
Right-click on an empty space of your Desktop
Select - Properties (from the drop down menu)
Select - ScreenSaver - PowerSettings
On the Power Settings Panel - Select:
Always On
or
Home/Office Desktop
or
Minimal Power Management
(I'm guessing that it is presently set at - Max Battery)
** You may have to experiment with each of the above 3 settings to get best setting.
You can run your machine for a while on each setting to see if you like the difference before changing to another
Or Run a Pit Test three different times while set one-each on each of the above optional power schemes
______________
Sorry, I have to change machines now.
I'll come back up on another machine and complete this post in a minute or two.

If you use MVPS Hosts File for Security (recommended)
http://www.mvps.org/winhelp2002/hosts.htm
You can regain any "slow-down" from that security protocol by installing a well-respected third-party utility
Called FunkyToad’s “Homer” <— Yep it doesn't sound very professional…. but it is great!
http://www.funkytoad.com/
It will appear each time you turn on your machine or reboot.
You can "minimize" the utility and it will then function in the background.
What does it do?
MVPS Hosts File blocks a ton of known-bad Internet Sites
FunkyToad places a tiny color patch on the WebPage where third-party Advertisements (Ads by Google, etc.) would have appears. Therefore your browser is not having to download all that extra junk advertisement while you browse.
This speeds up your browsing experience and keeps you safe from accidentally clicking on a bad junk ad site.
