Can't change security settings

Platform: Windows XP SP2 (WinNT 5.01.2600) MSIE: Internet Explorer v6.00 SP2 (6.00.2900.2180) I can't change my security settings. After changing them from high to medium they automatically go back to high, even after I hit reset. Any ideas why this is happening?
