Thanks....I have tried that already too. Still nothing.
I cannot get the control pannel to open. When I go to log off, the end program window comes up and shows that it is shutting down a program. Right before XP shuts down, the control panel will open and then the computer restarts or logs off...depending.
Any other suggestions are welcome!!!

In the past for myself it was my antivirus security software causing the end program window to show up.
What have you tried in safe mode?
If you go into safe mode can you access the control panel then?
Have you checked into event viewer.....for logged errors?
How to view and manage event logs in Event Viewer in Windows XP
Have you check device manager for a corrupt driver?
Troubleshooting Device Conflicts with Device Manager
