windows task panel

went out town for the weekend, had the computer off since friday and turned it bac on sunday night, and when i turned it on, one program would keep opening by itself no matter how many times i closed it, and when i pressed ctrl alt delete, the windows task panel doesn't come up anymore. I have no clue how to fix this, anyone have any advice or help?

Press cntr-alt-del as windows loads.. try to catch it right off the bat. Are you able to do anything else while this is happening..?

well i uninstalled that one program, but everything else works normal, and i wil try what you said later when i have time
