Email Sending Getting Error Code 0x800CCC6F

I use Microsoft 365 Outlook email program.  I can receive emails.  I cannot send emails.  All those get "stuck" in Outbox.  The message is: "Sending reported error (0x8000CCC6F).  Your outgoing (SMTP) email server has reported an internal error.  If you continue to receive this message, contact your server administrator or ISP."  I've searched the internet and tried several "fixes" such as (1) clear all cookies and cache on all devices; (2) try by-passing your VPN (which I don't have); (3) If your IP is blacklisted wait until the address cycles ouot of blacklist territory; (4) reset SMTP port settings - 993 incoming SSL/TLS & 587 SSL/TLS outgoing, which I've been using all along with no problems.  I've read that error code 0x800CCC6F is "a common error that occurs when the SMTP server is unable to send emails.  This error could occur if in your account settings, you have set your SMTP email server to use a secure connection, and your server does not support secure connections."  And that led to changing the connections (ports) to a variety of different port numbers: 25, 465, etc. didn't fix the problem. Can anyone point me to a solution for this?
