No USB ports working after unplug and reattach devices, many errors in

USB port unknown device Windows 10

After unplugging a device from a USB port, the port no longer recognizes any device plugged into it. I think that is what is happening since my mouse and keyboard are still working and are USB. All the devices have been tested on another PC running Windows 7 and work fine there. 

 

I have tried several fixes including uninstall and reinstall device and or usb drivers. And when it says it has found updated drivers, it says access denied and it can't install them. Hardware and devices troubleshooter found the issue but could not fix it. I tried disable and reenable usb hub, disable selective suspend, there is no generic usb hub showing up in device manager btw.

Problem solved when I changed power settings to remove fast start.
