What is the best way to clean off caked-on thermal grease on a CPU as well as fresh thermal grease accidently spillled on the pin side?

That's the best stuff I've ever used, and a pleasant citrus smell which is easy going, put a few drops on, wait 10 sec's or so, then use lint free cloth to remove the old compound, repeat a few times until clean, don't try and do it in a single go as it will make it harder work, at some point you just start pushing the stuff around.

As to the pin side I would use a toothbrush (don't use a nylon one) with the solution, and use strokes as opposed to scrubbing, dab dry with lint free cloth, again repeat as needed, then after it is all clean, apply the 2nd part of the kit, which is a purifier, which actually gets even more of the unseen residue off, and leaves it ready for the fresh compound, others may have alternate ways to do it, but these are the things I would do, but to state the obvious take anti static precautions etc., hope it helps.
