Does IE9 show up in Control Panel, Programs and Features? If yes, try uninstalling it. That should give you IE8 again.

Also, lets see what FarBar MiniToolBox can tell us.

Download here: FarBar MiniToolBox
  • Run MiniToolBox.exe (no install required).
  • Check the following boxes:
    • Report IE Proxy Settings
    • Report FF Proxy Settings
    • List content of Hosts
    • List IP configuration
    • List Winsock Entries
    • List last 10 Event Viewer log
    • List Installed Programs
    • List Devices (Only Problems)
    • List Users, Partitions and Memory size
    • List Minidump Files
    • List Restore Points
  • Click OK
.A Notepad window will open with the results in it. Copy and paste all the data except the User info in a reply here.
A file named Result.txt will also be created in the directory MiniToolBox.exe is run from.

You can also try installing via the IE9 offline installer: Internet Explorer for Windows 7

Event Viewer shows errors but I don't know what they mean, sorry. Did you try re-instaling IE9 from the offline installer via the link I posted?

Several of the errors are for iexplorer.exe which is Internet Explorer but I can't find any useful information about 0x000000c2 errors in IE. The closest I came were these:
aIE8 crash on KERNELBASE.dll
Internet Explorer 8 APPCRASH KERNELBASE.DLL

Do you have VirtualBox installed? I see quite a few errors for it as well. Perhaps uninstall it to see if it makes a difference (grasping at straws on this one).

Where did you search? Google gets lots of hits: virtualbox

The first one takes you the the Oracle site where you can download it. It allows to run other operating systems under your current operating system, in a virtual environment. For instance, I have Windows XP and Linux Mint Mate running in virtual machines on my Windows 8 Pro computer.

Ah, okay, thanks.

My recommendation is to save (back up) your data and do a Repair Install. Theoretically it will not touch your data and most installed software will still work okay but some, like anti-virus, will need to be reinstalled. You'll also need to reinstall Service Packs and Windows Updates.

If that doesn't work then make sure you have a good backup and do a Clean Install:

If you do not have a Windows 7 installation DVD, or it's not up to the Service Pack level currently installed,you can download a legal copy with SP1 integrated from here:

Windows 7 Direct Download Links

Make sure you get the same version you have, Home Premium, Pro or Ultimate and 32 or 64 bit. Note that Basic or Starter is not available.

I recommend using ImgBurn at 4X speed (or the slowest available) to create the DVD from the downloaded .iso file.

You can do this on any computer capable of burning a DVD.

YOU MUST HAVE A VALID KEY TO INSTALL THIS .ISO. The one on the COA sticker on your computer will work.

You can also create a bootable USB Flash drive (4GB or larger) to install Windows 7 from.
  • Download and run Universal USB Installer – Easy as 1 2 3
  • Select Windows 7 from the first drop down list, all the way to the bottom
  • Select the downloaded Windows 7 iso file
  • Select your USB flash drive
  • Click Create
For techies or folks who work on computers: Create Windows 7 Universal ISO With All Editions Selection On Install with ei.cfg Removal Utility.
This will fit on a 6GB flash drive or can be burned to a DVD.
