The barman/bar does not give change? The first man may have had one dollar in coins and was thus given the option to purchase either beer (since he could pay 80 cents or one dollar in total). If the second man only had a one dollar note he would have to have special since no change would be given.
so if you put a $1 note on the bar and ask for beer you always get the special unless you specify the light and if you don't put any money on the bar first when ordering a beer you always get asked which you want.
Light beer can be either low calorie beer or low alcohol beer (or sometimes even both).

The barman saw the first man drive up to the pub and thus offered light beer as an alternative to special.

The second guy did not drive so the barman offered him special only?
Everyone was buying with $1 bills so no change to be had. The bartender kept hoping someone would pay with change or buy a lite with exact change.
sorry out of ideas, you said the patron has to indicate his choice so i assume he pointed to the beer he wanted when he asked for a beer and put the $1 on the bar. shrugs.
There was a sign that said if you wanted a special place a $1 on the bar face up or $1 in change. The first gut was blind so he couldn't read the sign.
