No CAT5 cable I have a WEP key.

Did the Toshiba "Detect Available Wireless" and then ask for the encryption key (WEP in your case) ?

Yes I entered it correctly.
Earlier you mentioned Verizon. Is Verizon your ISP ? Internet Service Provider Has your ISP provided a combination modem/router or is it model-only and you have provided your own router? What exact brand, model, and serial number is the modem/router, or Router if you provide your own.

It says, This problem occurred because the network did not assign a network address to the computer.

I'm sure you would expect this to be accomplished automatically…. and it should be.

You can possibly clear this up by doing what is known as "Power Cycling".

Turn off all of your computers.
Turn off (remove power) from your Router
Turn off (remove power) from your modem

Wait 3 minutes (actual clock time)

Power-up your Modem <– wait atleast a full minute for all lights to light-up and become stable (stop blinking)
Power-up your Router <– wait atleast a full minute for all lights to light-up and become stable (stop blinking)

If Router lights continue blinking, please report back the labeled name or number of the blinking light

Power up your Toshiba
Click on wireless icon in the notification area (lower right-hand corner) select your homes Network.
Follow on-screen request for WEP key

Your Toshiba Labtop does not have an IP until it is given one by your Network's router.
Maybe the Toshiba was used in a prior network and still has the old settings.

You can clear the IP configuration on the laptop by performing a few simple steps in the Command Line that is still open from above.
But first, let's please have a look at the contents of that file.
