any/all programs using a lot of CPU

Hi, my wife's laptop is *very* slow recently. Any program you run seems to use a lot of CPU and the total is almost always hovering around 100%; the computer is basically unusable like this… even audio stutters and produces static. Heck, perfmon.exe is using 35%! The other strange thing is that if you add up all the CPU usage by processes and services it never adds up to the total usage reported. I wondered if the CPU was running hot, or malfunctioning in some other way, so I downloaded and ran the intel processor diagnostic tool; it passed with flying colors (but took forever to run). I'm still not convinced there isn't a hardware problem, but I don't know what other tools are available for testing. I figured the other possibility was malware, or some other hidden process. I ran hijackthis (see report below). Any help would be most definitely appreciated!

How does it behave if you boot to Safe Mode with Networking? If better then something is starting at boot that is causing the problem.

Use msconfig to determine what is causing the problem

These are good tutorials on using msconfig in XP, Vista or Windows 7:

Click on Start then Run, type msconfig and press Enter.
Click on the Startup tab, record what is currently starting then click the Disable All button.
Reboot and see if it runs better.
If yes then use msconfig to enable several items at a time till you find the culprit.

If no, start msconfig and click on the Services tab.
Check the Hide All Microsoft Services box, record what is currently starting then click the Disable All button.
Again, do a regular boot, see if it runs normal.
If yes then use msconfig to enable services till you find the culprit.

Once you've found the culprit, uninstall it or find out how to eliminate it from your system. Simply disabling it in msconfig is a temporary fix at best.
Enable everything else you disabled.

It seems I have another problem which is preventing me from following this advice: I can't boot into safe mode or safe mode w/ networking. Windows starts loading drivers and then hangs, always after loading disk.sys, and never finishes loading. I don't know if that driver is significant (or the next one) or if that happens to be the last one, but if it is related to disks then it is probably getting hung up there because during a normal windows boot I get a message about needing to check disk consistency for errors. We've been living with that error message for a long time now because the disk check always fails to start. I should probably start a new thread for that issue, but if you have 2 cents you wanna throw in then by all means… So anyway, I used msconfig to disable all startup programs and services (except Norton) and the high CPU usage still exists. NoodleTech over in Malware said it was extremely unlikely that a hardware issue was causing the high CPU usage. What is your take on that? IMO there are some signs that point to a thermal related issue: 1. After being off or in sleep mode for a little while the laptop runs smoothly. 2. When running smoothly I probably have 5-10 minutes of good use before the high CPU usage kicks in 3. Doing heavy lifting (e.g. streaming video, using Photoshop) seems to trigger the high CPU usage more quickly 4 Closing all programs once high CPU usage begins does not return the laptop to a normal state… in this state, with no user applications running, even perfmon can use 30-40% CPU 5. Rebooting the laptop rarely fixes the problem either… leaving it for a while is usually required (see #1) That being said, core temps are normal and Intel's diagnostic test reports no problems. Using msconfig the way you did is fine, does pretty much the same as what I suggested.

I would try uninstalling Norton and installing a different AV program for a while, see if that makes a difference. Microsoft Security Essentials is a good choice.

Also, download and install Process Explorer. Start it as soon as you boot up then keep it running but minimized. When the high CPU usage starts, look at Process Explorer, see if any more information shows.

I would really like to see you get a complete chkdsk run. Try this:

You are going to have to get into BIOS Setup on your computer to set the CD/DVD drive as the first bootable device, so you can then boot your XP CD, unless it provides the ability to press a Fn key at boot time to bring up the boot selection menu. If it does, use that.

How you do this varies with each manufacturer. Normally you press F1, F2, F10 or Del when you see the manufacturers logo. Often there is a clue somewhere on the screen when you boot normally telling you what key to press. Some computers (most newer ones) have a key you can press (often F12) to bring up the Boot Menu from where you can select the CD/DVD drive to boot from.

If you don't have an XP CD, download and run ARCDC by Artellos. It will download the required files from the Microsoft Web site and create a .iso file. It will also offer to burn the iso image to a CD for you. If you don't do it then, there is a good freeware burner called ImgBurn which will do it at a later time. If you're unsure how to do this, you can follow the tutorial here: How to Burn an ISO File. This can be done from any computer.

Boot the CD and at the first opportunity, enter R to start the Recovery Console.

Next, choose which XP installation you want to login to. Normally this will be 1.
Lastly you will be asked for the Administrator password. Just press the Enter key as the Administrator does not have a password (unless you gave it one, then you would enter it).

From the command prompt, enter: chkdsk /r
Allow it to complete undisturbed. It can take an hour or more depending on the size of the hard drive.

Remove the CD, type exit and the computer will reboot. Hopefully that will have fixed the problem (corrupted file system).

I have a few note-worthy updates: 1) after uninstalling Norton the check-disk on boot was able to complete successfully and found no problems 2) Norton is/was not the source of the high CPU usage 3) I can disable all non-microsoft services and startup programs and the problem persists 4) I attempted to disable microsoft services, half-by-half, and wasn't able to narrow in on an MS service that was causing the problem. If I disable the services that allow me to connect to the internet then I lose my test-case (hulu), but I've basically had all other services disabled and the high cpu usage still occurs 5) Comparing saves from process explorer before and during high CPU usage shows the exact same set of processes and services running. The only difference is that in the bad case all the non-negligible processes are using 5x the CPU 6) Hardware interrupts and DPCs double when things go bad
I can't think of what else to try as far as software goes.

If this were my computer I would do two things.

1. Run a memory diagnostic. memtest86 is very good and free.
Download Memtest86+ (you want the 2nd one Download - Pre-Compiled Bootable ISO (.zip)). Unzip it then create a CD from the iso file using your CD burning software. There is a good freeware burner called ImgBurn which will do this easily.

Boot the CD and run for at least 3 complete passes unless it shows errors sooner than that.

2. Check the hard drive with the manufacturer's diagnostic tools.
