Please let us know how your system is running....
Have you simply switched off the computer at the wall for at least 20 minutes. (After logging off, of course)
You also have a low upload speed which can cause your huge lag when playing online games.
You can optimize you internet settings using TCP Optimizer v3.0.5 (How to ?)
(Use with caution, as this program edits the registry and may cause your system to fail when not used properly.)
I recommend prior to using TCP Optimizer v3.0.5 that you create a System Restore Point
You can also run sfc /scannow to check your system files.

This program will make registry changes so it might be a wise move to do an ERUNT backup just before creating a System Restore point. If/when restoring to that restore point, then active the ERUNT registry restore.

Warning
Be aware that if you have modified your system files as in theming explorer/system files, running sfc/scannow will revert the system files such as explorer.exe back to it's default state. Make the appropriate backups of your system files that you have modified if you wish to save them before running sfc/scannow.
The recommended steps before running TCP Optimizer should also be followed before running SFC /SCANNOW

PS.
I noticed in the first post of this thread that the problem did not exist on XP. I also note that the PC in use still uses 2GB of RAM. Ideal for XP but could it be that 2GB + W7 = cause of on-line gaming problem since upgrading to W7?
Another 1 GB of RAM maybe (a good move with W7 anyway) ?

Using ERUNT with Vista (I find it necessary with W7 too):
