Can't locate spyware to remove it

I have a notification in my system tray. It says windows security alerts. When i click on the icon windows security center opens and it show my virus protection in off when when i click on recomendations for repair it redirects me to https://www.quickpaymentonline.com to purchase 'a program.i've tried symantec, spycease, windows malicous software removal tool and none of them can locate it or are even aware of the problem. Also i have two notifications that pop up periodically. One is from the security center and the other is also from the security service center it list the threat and port . Also it list a different threat almost every time it pops up. Thank you for your help
