I believe I have had malware on this machine before but previously cleaned it thoroughly with expert help. There is this remnant issue, though.

I have attached a screenshot of my task manager. This happens for a single user "Owner", who has admin rights. It happens in normal mode, and all "safe mode" variants. It happens no matter what programs are or aren't running

It doesn't happen, though, under other users (Administrator, and any other custom user)

I've already: run a few malware(AVG, MBAM, SAS) scans; running sfc /scannow

Weird, huh? any clue what's going on?

This is WinXP Home, on an HP ze4325us (Athlon XP processor, 1 or 2 Gigs RAM, about 5 years old)

Jeez, can't believe it: I forgot to google the issue, and it comes right up!
