Greetings,
Is this a new problem? Any new hardware or software?
Is this sound coming from your computer speakers or you motherboard/case speaker?
If the former you might have your Event Log Error sound turned on and receiving errors.
Check your Event Viewer and check for recurring Errors under either System or Application.
To discover the type of Errors the machine has encountered recently, use Event Viewer.

START > Control Panel > Sound > Sounds:
You will see what "events" are tied to sounds and what could be if you wanted.
You can also choose an "event" in order to test the sound and see if you can find a match to what you are hearing.
My initial idea was that you had "Exclamation" set for System errors. Or perhaps "Windows Notify"?
Anyway sample these sounds and see if they match what you are hearing.
