So Tea Timer is a real time thing and SpyBot S&D only runs when you run a scan, right? And I assume there a way to have SpyBot installed for scanning only without Tea Timer.

Yes on both parts, this is how it's setup on my system, SB only runs when I tell it to run, when installing SB uncheck all those items thats not wanted or needed.

Fixed my Psybot typo  I still don't understand why disabling all Startup and non-MS services did not fix the problem as that should have disabled Spybot's Tea Timer.

I'm stumped. I have no idea what else to try other than a Repair Install. If that doesn't do it then a Clean Install - with format is all I can come up with, sorry.

I had to have a new mother board put in this machine. Could that have anything to do with it?

New motherboard means new Chipset Drivers. Did you have the motherboard installed professionally? If so, they should have installed the Drivers. If you did it yourself, then you would have had to install Drivers.

I had it down professionally. I took it in to a computer repair guy. Also I'm doing a Repair Install. The Set up finished and the system rebooted by isn't finishing. It's stuck on a smaller versions (higher res?) of the Windows XP logo screen. I have the hourglass cursor and a message: "Please wait..." Is it stuck or does this part take a long time? Should I hold in the power button on the CPU and them turn it back on and have it start up again?

Might lag some, but shouldn't take a terribly long time. Be patient. Not a good idea to use the power-button for a hard-shut down, especially when installing and configuring the XP operating system. You'll may need to install the Driver for your Graphics Card, but XP should be able to configure whatever onboard graphics you may have.

How long of a lag do you think? It's probably been 15 minutes or more. I'm starting to think it froze.

Me too. I can't immediately get an image in my head of where you are in the sequence. I suspect there are no "clickable" options available from the panel you are presently at? You may have no option but to reboot.
