Only a personal PC at home. I just checked another PC without this problem and the Security Center service is started and set to Automatic (Delayed), and WMI is also started. The trouble PC is just set to Automatic.
Tried restarting in Safe Mode, still can't start Security Center or WMI.

Your computer is free of malware but rebuilding/fixing WMI is best left to the experts.
Go to the Windows forum where someone with more expertise can help you.
Start a new topic telling them about being unable to start WMI and give them a link to this topic.
