I'm out of ideas.
I suggest you update to XP SP2 and see it that fixes things. You have missing windows programs that I don't know how to recover.

Do you know of any sites offering XP SP 2 as I previously had it and cannot locate the disk?

Internet Explorer can't load the Update Page (keeps refreshing by itself) and I can't view it properly with Netscape…

go to Start > Run and run the following commands one after the other, each line followed by 'enter':
Note the space after regsvr32 it needs to be there.

Rebooting as we speak…
Weird, as I opened up Netscape to post this, five different windows of the same browser popped up. At least it was my yahoo homepage. lol

I just opened up IE to search for support on IE's website, but when i tried to load Yahoo!, the screen stayed blank
but the bottom right of the window quickly blinks back and forth between Connecting to website. Waiting for reply. Website found. and 209. 131.36.158." and the bottom right says Unknown Zone.
