Thank you for your descriptive response, we are now on the same page. We will be going through this issue by performing a number of different steps. Please be careful to follow the instructions in each step so that we can resolve this issue reasonably. Please also include a description of what happened after you performed each step and whether the issue still occurs.

This step is for general information, it will not resolve the issue:
  • Go to Start|Run, type cmd and press Enter
    This is the command prompt window, where we can enter in commands and view the output
  • Type esentutl /g %windir%\Security\Database\Secedit.sdb and press Enter
  • Click the icon in the upper-left portion of the command prompt's title bar, hover over Edit, and select Mark
  • Highlight the output of the command by dragging a box around it with your mouse
  • Press Enter, the output is now copied
  • Paste the output here in your next post
The output should look something like the following:

I know you already did this command, but we never figured out why it didn't work.

There was nothing wrong with how you entered the command, but it does give us the reason that the command failed. The command failed because it was an invalid command, which should be something like esentutl /r edb from the %windir%\Security folder. You can try this if you want, but you'll need to type cd %windir%\security and press Enter first.

I have a few other things for you to try. If one doesn't work, please proceed to the next. I believe the security policy issue and the system restore issue are related.
  • Follow the instructions here for restoring the system restore tab, if this doesn't resolve the issue, move to step 2
  • Follow the instructions here to recreate the local group policy file, if this doesn't work, move to step 3
  • Follow the instructions here to reset the security settings to default
Please let me know the outcome of these instructions and whether any of them resolve the issue.

Could you tell me where to find the "root" folder? In C, there is no Root folder shown. I have all folders showing and have disabled simple file sharing. I looked in System 32 and System, no "root." I have CatRoot (2 of those). You are right, I have no System Restore tab in C Properties. How does this happen anyway? Could you give me exact instructions on the command prompt above? With the right command? I could try that first. The other instructions look as though I will need to back up the computer before I follow them. I do have a back up but not the system volume information as Windows wouldn't back that up for me.

Update Java Runtime Environment (JRE) Runtime Environment (JRE) 6
  • Go to Start > Control Panel double-click on the
    Software icon > add/remove programs.
  • Search in the list for all previous installed versions of Java.
    (J2SE Runtime Environment…. )

    It should have this icon next to it:

  • Then Download and install the newest version from
    here:http://www.java.com/en/download/manual.jsp
Reboot your computer,
Download AVG Anti-spyware 7.5 from
HERE
and save that file to
your desktop.
This is a 30 day trial of the program
  • Once you have downloaded AVG anti-spyware 7.5, locate the icon on the
    desktop
    and double-click it to launch the set up program.
  • Once the setup is complete you will need run AVG-AS and update the
    definition files.
  • On the main screen select the icon "Update" then select the "
    Update now
    " link.
    • Next select the "Start Update" button, the update will start and a
      progress bar will show the updates being installed.
  • Once the update has completed select the "Scanner" icon at the top
    of the screen, then select the "Settings" tab.
  • Once in the Settings screen click on "Recommended actions" and
    then select "Quarantine".
  • Under "Reports"
    • Select "Automatically generate report after every scan"
    • Un-Select "Only if threats were found"
Close AVG anti-spyware, Do Not run a scan just yet, we will
shortly.
  • Reboot your computer into SafeMode. You can do this by restarting
    your computer and continually tapping the F8 key until a menu
    appears.

    Use your up arrow key to highlight SafeMode then hit enter.
    IMPORTANT: Do not open any other windows or
    programs while ewido is scanning, it may interfere with the scanning
    proccess:
  • Lauch AVG-anti-spyware by double-clicking the icon on your desktop.
  • Select the "Scanner" icon at the top and then the "Scan"
    tab then click on "Complete System Scan".
  • AVG-AS will now begin the scanning process, be patient this may take a
    little time.
    Once the scan is complete do the following:
  • If you have any infections you will prompted, then select "Apply all
    actions
    "
  • Next select the "Reports" icon at the top.
  • Select the "Save report as" button in the lower left hand of the
    screen and save it to a text file on your system (make sure to remember
    where you saved that file, this is important).
  • Close AVG-AS and reboot your system back into Normal Mode and post the
    results of the AVG- AS report scan, along with a new HJT log.
Thank you for helping! Can I ask why I need to put AVG on? I have NAV and have run at least one scan w/AVG, (no results) and then un-installed it when I realized the Sasser worm wasn't the problem. I will do the Java update, if you think that will help.

p.s. The page you directed me to at Java seems to be more for developers than just standard users. I am downloading Java Runtime 5.0 Update 11 from here: http://www.java.com/en/download/windows_ie…indownload=true since I am not a developer or power user.

1. Unzip/extract the file to its own folder:
C:\Silent Runners.
3. Double-click the SilentRunners.vbs inside the folder or on your desktop
to start.
4. A message box will appear asking if you want to skip the supplemental
searches.
5. Press "Yes" to skip [default] or "No" to include them.
6. Another message box will appear saying: "Silent Runners has started. A
message box like this will appear when its done." The tool will scan your
system and create a log by default, in the same directory as the script or
one your desktop. The log is named "Startup Programs (ComputerName)
date/timestamp.txt".
7. When finished, the next message to appear will say: "All Done! the
results are in the file…" (it will provide the full path location of the
log.
8. Copy & paste the log in your next reply.

**Note: If you have a script blocking program you may get a warning asking if
you want to allow the script to run. Some will say "malicious script
warning" or something to that effect. There is nothing malicious about this
script, you can click to allow it to execute.

Next, download ATF Cleaner

Click "Main" > check 'select all' this first time using it, then click "Empty Selected". Do the same for FireFox or Opera if you use either of those browsers.

Finally go to Control Panel > Internet Options.
On the General tab under "Temporary Internet Files" Click "Delete Files".
Put a check by "Delete Offline Content" and click OK.

Defrag and reboot.

It looks like you uninstalled SpywareGuard . You will need to reinstall that again and SpywareBlaster (update SpywareBlaster)

Post a new HJT log so I can see what is still remaining to 'fix'
I have Ad-Aware and that takes care of MRUs, so I don't need to install a new program for that. I have SpyBot Search and Destroy, Spyware Blaster, and Ad-Aware, and I keep them updated and run them at least once a week. I also have Tune-Up Utilities and Registry Mechanic. I did put Spyware Guard on, but it didn't seem to do anything different from the others. So I uninstalled it. None of these steps is helping with my problem, though. I defrag on a regular basis. I keep NAV updated. Spyware and adware are not causing my malfunctions. Cookies are not causing my problem. Thanks for your help. Juliane

While Ad-aware SE and Spybot s&d are both good anti-malware programs, they have different functions.
