"…Some of the most insidious web threats heading the list are vulnerability auctions, do-it-yourself malicious software toolkits, and using spam to spread malicious code. These threats are all driven by Active Content (e.g., Java applets, VB Scripts, JavaScripts, HTML, and executables), the same technologies that enable users to browse dynamic websites and run common business applications. “The name of the game is money,” said Yuval Ben-Itzhak, CTO of Finjan. “We see a trend towards commercialization of malicious code. "For the love of money is a root of all kinds of evil. Some people, eager for money, have wandered from the faith and pierced themselves with many griefs." 1 Timothy, 6:10. (NIV) :(
I understand. I've read the quote many times myself. But I think you are missing the point… Why isn't the "sale" of malicious code illegal? Why aren't these thugs tracked down and jailed? These are NOT rhetorical questions - they need answers, and new laws if need be, now.
I didn't "miss any point".

Laws are just words on paper if they can't be enforced.

Especially in "3rd World" countries where corruption is rife….

Even in "more modern" countries where sometimes you can't tell who's hands are in who's pockets…

So, we're back at square one: "The love of money…".

I'm on your side, and agree 1,000,000%.

People who install software on a PC without the owners consent are guilty of criminal tresspass, breaking and entering, extortion, … etc.

Or should be guilty of said crimes.
