Download Registrar Lite from here:
http://www.resplendence.com/download/reglite.exe

Put it in its own folder. You may want to keep this program. It is an excellent free, registry editor.

Copy and paste the follow text into the address bar, then hit 'Go':
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Active Setup\Installed Components\{89820200-ECBD-11cf-8B85-00AA005B4383}

In the pane on the right are the values associated with that key.
We want to Change the value data from 1 to 0, and then click OK.

If you get a confirmation question, respond OK then close out the program.

Now reinstall IE
You didn't really specify what value to change but I pretty much guessed the IsInstalled on :P.. Also when I try to install it just says a newer version is already installed.
it says "this is being run in compatibility mode and not all features are enabled" then open an IE that doesnt' work like the other one.
I can't go to updates since I don't have IE and the update site doesn't support firefox and the update thingy on service pack 2 doesn't seem to work either. and yes i do have my windows install disk
You can use windows sfc (system file checker) You'd need your XP CD to make this work.
Click Start> Run> type sfc /scannow Note the space.
(Note that there is a space between sfc and /scannow)
From the Start menu, select Search, select All Files and Folders.

Select More Advanced Options and place a checkmark beside Search Hidden Files and Folders option.
Ensure that Search System Folders and Search Subfolders are also checked.

In the All or Part of the File Name box, type ie.inf
In the Look In drop-down menu, select C: or the letter of the hard drive that contains the Windows folder.
Click the Search button.

In the search results pane, find the ie.inf file located in Windows\Inf folder.

Right click the ie.inf file and click Install on the context menu.
Reboot the computer when the file copy process is complete.
Well lets clean what's in your HJT log and see if that helps.

I suggest you do this:

Double-click My Computer.
Click the Tools menu, and then click Folder Options.
Click the View tab.
Clear "Hide file extensions for known file types."
Under the "Hidden files" folder, select "Show hidden files and folders."
Clear "Hide protected operating system files."
Click Apply, and then click OK.

Please do not delete anything unless instructed to.

Run hijackthis. Hit None of the above, Click Do a System Scan Only. Put a Check in the box on the left side on these:

Restart in Safe Mode:
