Can't remove IBIS toolware

The IBIS Toolware keeps coming back. I've run MS Antispyware, Spybot Search and Destroy, Ad-Aware and Trend Micro Anti Virus. The first three I've run in safe mode but IBIS keeps coming back.

Any suggestions?

I finally killed it off. It's been awhile so I don't exactly remember which steps and SW that I used but it's gone and hasn't reappeared in a awhile.
