Some Odd Problems

When I start up my computer, I occasionally get a huge CPU spike to a particular program, but I forgot to write the name down (it begins with an F?). It happens once every 4 times I turn on the computer and it will eat up ALL the open CPU usage. Also, when I turn off my computer, I get a pop up about Insight SMs hidden window, what is this?
