What is this the Start-up System Configuration set to? =========================
1.Start-up Repair
Remove all floppy disks, CDs, and DVDs from your computer, and then restart your computer.
Click the Start button, click the arrow next to the Lock button, and then click Restart.
Do one of the following:
If your computer has a single operating system installed, press and hold the F8 key as your computer restarts. You need to press F8 before the Windows logo appears. If the Windows logo appears, you will need to try again by waiting until the Windows logon prompt appears, and then shutting down and restarting your computer.
If your computer has more than one operating system, use the arrow keys to highlight the operating system you want to repair, and then press and hold F8.
On the Advanced Boot Options screen, use the arrow keys to highlight Repair your computer, and then press ENTER. (If Repair your computer is not listed as an option, then your computer does not include Start-up Repair as a preinstalled recovery option.)
Select a keyboard layout, and then click Next.
Select a user name and enter the password, and then click OK.
On the System Recovery Options menu, click Start-up Repair. Start-up Repair might prompt you to make choices as it tries to fix the problem and, if necessary, it might restart your computer as it makes repairs.
When it comes up to " select an operating system to repair" There is NOTHING there……. I tried to load drivers….. but a disc is needed it says…. and no disk do I have…
OK have completed steps 72 and 74…..
Everything is running way better in safe mode……
Normal startup actually did a little better. Still getting the " Windows has blocked some startup programs" but this time got "click here to fix problems" Clicked it…. and that is when normal mode froze up….
The only way to shut down computer was by the on/off button…..
Powered computer back on….. message "computer shut down wrong" Clicked Normal Start Up.. It went to automatically do a chkdsk…….
After chkdsk Normal mode looks fine..

Clicked notification… Nothing happened…. clicked on a picture to open….. it has been working for about 5 minutes and still the picture has not opened….
It just keeps working and working and working…..

OK Firewall is on…. it let me do it from Normal Startup…. woot woot…… Went to check out how normal mode was running…clicked on IE and it froze up…. seems there is hope now though….. Still get error message windows has blocked some startup programs….
The steps provided sound so easy……
Of course for me they are not…..
I followed the instructions as stated… (it would not let me do it safe mode) So I had to try in normal mode.. Which freezes up about a minute after it logs on…..

I didn't see anything that said blocked on it.. Everything was either running….. manual, or stopped…… Nothing said BLOCKED…..
The computer froze….. turned it off then back on….. clicked on all instructions as fast as I could before it froze up.. still seen nothing blocked. but I did disable SKYPE, Google toolbar, and something else…. hit apply it asked to restart… then froze up during restart…… So again used on/off power button… booted back up normal again. and the blocked start up program error is NOW not showing up…..
BUT… still can't do nothing in normal mode…..
Brought up Security Center in safe mode…. Still says it can not be started…..
Windows security Center service can't be started…..
Go to Start menu > type "services" (no quotes) in the search box
Right click and select "Run as Administrator"
Scroll down to "Security Center", double click the service to open
Set the Startup Type to Automatic (delayed), then click the Start button to start the service
Click Apply<– important, then OK to exit.
Reboot, try Normal Mode first. Allow ample time for the system to boot before making any mouse clicks or keystrokes.
If it's unsuccessful, boot in Safe Mode
Error when double click on security center in Normal Mode…..

While typing the above the messed up computer froze up…..
From the Start menu, type Computer Management in the Instant Search toolbar to access Disk Management.
Take a screen shot of the Disk Management window.
I am looking for an indication if there is a Recovery Partition on the hard drive
Do you have access to a copy of the Vista DVD? (you have one or can borrow from a friend)
What is your opinion on resetting the computer back to factory out of the box settings? - all data and programs added will be lost, all programs that came with the computer will be re-installed.

It appears you have the Recovery Partition (EISA Configuration) on the laptop. This partition should contain the necessary files to reset your computer back to the factory settings.
