Download and install CCleaner from the following link: CCleaner - Standard
During installation, uncheck the option to install the Yahoo toolbar.
Start CCleaner. Click on Tools (ICON) and Select the following BUTTONS to create two (2) text files:
- Uninstall > Save to text file (install) – bottom right corner of app window
- Startup > Save to text file (startup)
- Copy and paste the contents of each file into your next post (2 files).

Uninstall each one, one at a time and see if Windows Explorer starts working at some point. If yes then eliminate the last one you uninstalled. I would recommend uninstalling all of them and installing Microsoft Security Essentials instead, and Malware Bytes Anti Malware, nothing else. If not you can always reinstall them when done, though I recommend not doing so.
Symantec
SUPERAntiSpyware
Ad-Aware Antivirus
Spybot - Search & Destroy
Secunia PSI
You also have SpywareBlaster (installed but not auto starting).
Also disable these in msconfig startup.

AtomTime Naissan Innovations
BCSSync Microsoft Corporation (if not using Office SharePoint)
BCU DeviceVM
Norton Ghost

If none of this helps then I think it's time to make sure you have good backups of your data and do a Repair Install. There is a good tutorial here:
How to Do a Repair Install to Fix Windows 7
