Fbi virus shutdown my pc [Solved]

Hey all, i have a dell desktop that awhile ago got the fbi warning virus, i would have no problem going through instructions to remove it, but when it happened i was late for work and shutoff the pc thinking i would get to it After work. Well now my pc wont turn on at all, i removed the side panel, got a power indicator led on the motherboard and before i either trash it or pay the money for geek squad to fix just looking for any help i can get. I am tech savy, just not computer tech savy, so i have a multimeter capable of reading ac and dc voltage if anyone can walk me through testing and sequence of operations. Thanks bunches!
