The next time this happens, chose Google Chrome or Internet Explorer, see if you get an error message that tells you what file it's talking about. Maybe that will give us a clue.

Okay, when the popup window came up I chose chrome and got the following message:

This webpage is not found.
No webpage was found for the web address: file:///C:/Program
Error 6 (net::ERR_FILE_NOT_FOUND): The file or directory could not be found.

In IE, it didn't do anything. It just opened as normal.

In Firefox:
File not found
Firefox can't find the file at /C:/Program.

??? Well then it's a good thing I didn't uninstall ETDCtrl like it was suggested.

un-installing this is not the same as disabling the mouse\touchpad.

when you uninstall software that's used to control/make work hardware like a mousepad,
on a reboot windows will just find/install and use recommended software for that hardware so the pad would still work,
but when you disable the hardware your telling windows you don't need to use that hardware any more so stop it working altogether for me.

personally yes i think i'd un-install ETDCtrl and maybe go into the device manager and uninstall the touchpad drivers and do a reboot, let windows find and install drivers for the touchpad and see if the problem now goes away.

Ahh. I see. Thanks for the clarification. I will give that a shot.

Okay, I've uninstalled it as suggested and it seems to be working. I haven't had the ETDCtrl button come up in two days.

"file:///C:/Program" seems to part of a path to a folder on your hard drive. One of these:

C:\Program Files
C:\Program Files (X86)
C:\ProgramData

Some program is definitely trying to get there for some reason. Let's try a Clean Boot, see if that gets rid of it. If it does follow the trouble shooting instructions: How to perform a clean boot to troubleshoot a problem in Windows Vista, Windows 7, or Windows 8

Yeah it does seem this way. I will try the clean boot.

Also, when the window popped up to ask me how I wanted to open this file, I accidentally clicked for it to open in a program I have called celtx. It's a screenwriting program. It couldn't open it of course but it did give the option to view the error. I've attached it below:

Don't know if that helps or not.
I did the clean boot but the window still pops up. Also, I could not disable norton from the services menu in msconfig.
think he's fixed problem 2 but still has problem 1. did a google search for winntx86 and came up with a lot of symantec netbackup hits, only thing i saw in his earlier post that seemed to have anything to do with syncing/backups was SugarSync Manager SugarSync, Inc. 12/3/2012 1.9.83.104095 so am wondering if this maybe where the problem is and everytime he opens a web browser it tries to sync with any devices in the back ground but is failing because of incompatibility/corruption. think i might uninstall it and see if the problem goes away. just guess work on my part tho and i can't say i've ever heard of sugarsync. shrugs. saying that, norton is also looking good as the problem in my opinion especially if he can't disable it from starting up.
Yes, uninstall Norton. Download Microsoft Security Essentials first and have it handy to install if you intend to leave Norton off your computer.

Basically, uninstall Norton then reboot and see if the popup is gone or not. If yes, then you can either install MSE or download and reinstall the latest Norton, your choice. If the popup still occurs then you still have the same two choices, MSE or Norton.

I've uninstalled this program, so I'm not sure why it is still in the start-up menu.

Re-installed since this was not causing the issue. It is an automatic back-up service kind of like backblaze.
