ICE is a pay-for Android application that has evolved from the ICE concept that was started in 2005. It encouraged all mobile phone users to create a contact called ICE with the phone number of someone that should be called in an emergency - family member, partner, etc.
With the evolution of phones and device security, many people now lock their phones with PINs and passwords which means that the address book cannot be accessed by anyone else. The ICE application provides a solution for this problem by adding a button on the unlock screen that can be used to launch the application containing emergency contacts and personal information. It also provides the ability to put an "If Found" message on the lock screen.
The following screenshot shows the unlock screen, and the button that can be pressed to launch the application without unlocking the phone.

Once launched, details about insurance information, name, any medical conditions, allergies, etc. can be accessed. Emergency contacts & your doctor are also displayed and these can be called out from the phone without unlocking it as well. It has translations for common languages so can also be used when in a foreign country.
