Best Regards,
Use msconfig to determine what is causing the problem

These are good tutorials on using msconfig in XP, Vista or Windows 7:
How to use msconfig in Windows XP
How to use msconfig in Windows Vista
How to use msconfig in Windows 7

Boot to Safe Mode or Safe Mode with Networking.
Click on Start then Run, type msconfig and press Enter.
Click on the Startup tab, record what is currently starting then click the Disable All button.
Reboot normally and see if it runs better.
If yes then use msconfig to enable several items at a time till you find the culprit.

If no, boot to Safe Mode again, start msconfig and click on the Services tab.
Check the Hide All Microsoft Services box, record what is currently starting then click the Disable All button.
Again, do a regular boot, see if it runs normal.
If yes then use msconfig to enable services till you find the culprit.

Once you've found the culprit, uninstall it or find out how to eliminate it from your system. Simply disabling it in msconfig is a temporary fix at best.
Enable everything else you disabled.

Reason for edit: Fix Quote.
Did you follow the directions? Did you disable all in the Startup tab and reboot? Was there any difference, could you access everything? If not, did you disable all non-Microsoft entries in the Services tab and reboot? Was there any difference, could you access everything? From you're post, I could not tell if you were able to do these things or not.
Hi Ztruker i followed all your directions first off i disabled all in the Startup tab and then reboot? however there wasn't any difference i still could not open Control Panel or any Files without Xplorer Crashing and going back to the desktop , and also i disabled all non-Microsoft entries in the Services tab and then reboot? unfortunately i still couldn't get access to Control Panel or any Files Ztruker Just a point to clear up hear i did these one at a time i disabled all in the Startup tab and then reboot? and then i disabled all non-Microsoft entries in the Services tab and then reboot? it was still the same and i also did it by following one after the other and still no Joy at this End .So Ztruker whats the next move *M8*
Hi Echoes. Thank you, that's exactly what I needed to know.

Let's see if the problem is specific to your account or a generic Vista problem.

Create a new account via Control Panel, User Accounts. Pick a name you can live with as there is a possibility you may be keeping it.
Log off your current account and login as the new account.

See how things are. If better then the old account is corrupted and I'll provide you with directions on how to copy data from your old account to the new one. If no difference, log off the new account, login as your old account and delete the new account via Control Panel, User Accounts.

You can also try doing a System Restore to a date before this started happening. This will only affect system files, not your personal files.

Click on Start, Programs, Accessories, System Tools, System Restore.

Do you have a Vista install DVD or just the Recovery Partition on the hard drive?
Have you created your Recovery DVDs?
Hi Ztruker Thanks Man First off its 2 am and iam gong to Crash will do all That Good Stuff tomorrow and i do have a Complete Back up on my External Hard Drive if i need it but i will do all that tomorrow will let you no what happens CHEERS.
Hi Ztruker I had to do this in Safe Mode as i still cant use Control Panel normaly . So i Created a new account via Control Panel, User Accounts. Pick't a name Loged off my current account and login to the new account.Things were just the same there was no difference, So i deleted the new account. I also tryed doing a System Restore to a date before this started happening. However i cant go back 3 Weeks it only goes back a day or two so i still have the original Problem .which all started with downloading a Program called Gimp a Photograph Editing System what ever this Free Program brought with it knocket my System out the Water and i have Shreaded it weeks ago. I thought it was a Add on causing all this Hasstle now i think its a Regestray Problem But that's the chance you take when Downloading . The Computer works in Safe Mode i can get to my Files and the Control Panel , However i do have my ClickFree Back Up with all my Stuff on it from Before This Happend i will do this as a last resort as iam having Fun trying to Fix this the What the Tech / Ztruker way.
I'm with you. It would be great to figure this one out and fix it. I hate reinstalling, though some times that is the only option, but we're not there yet.

Let's try running System File Checker (SFC) and see if that helps.

How to use the System File Checker tool to troubleshoot missing or corrupted system files on Windows Vista or on Windows 7

Edit: I don't know why The Gimp caused you problems. I've used it for years, on XP and now on Windows 7. Never caused me any trouble at all and it's a great image editing program.
Hi Ztruker Well i ran System Scan Verification 100% Complete. And the News was Good as Windows Resourse Protection did not find any integrity Violations . C:\Windows\System32> Next move *M8*
Hey Ztruker i cant get anywhare with system restore as i can only operate in safe mode and if i try in normal Xplorer just Crashes back to desktop wallpaper, I click System then System Protection and all iam presented with is the Advansed box asking if i want to rename my computer i cant get to put the System Restore to 7 3 2011 as i think that would be far enough back and another thing its just gone 4:15 am so its the Middle of the Night and i might not last to much longer Ztruker what is the Next Move*M8*
You need to click on the System Protection tab once you get to the System Properties window. I don't have Vista but on Win 7 it looks like this and I believe Vista is the same or very similar. 📎SysRestore.jpg The link I provided gives you two ways to get to System Restore.
