Do you mean "Replace Task Manager"?
If that's what the option is, yes
Ctrl+alt+del gives me the process explorer window.
Start –> Run –> taskmgr.exe gives me the process explorer window.
Do you mean I should use this instead?
No. I thought that would fix taskmanager.
We have other things to try.
Click Start, Run and copy/paste this command exactly as given below:
REG add HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System /v DisableTaskMgr /t REG_DWORD /d 0 /f
Tap enter and see if it's working.
Do you mean "Replace Task Manager"?
Was that the only option? Was there the option to Restore Task Manager?
No, not under the options tab and not that I can find under any other tabs either.
Download and run this REG fix and double-click it.

Should I Save target as or is there something else hidden somewhere that I missed?
Save it to your desktop.
hen double click it to run it
"Save target as" –> EnableTM.reg.txt
Remove .txt and run it?
Done. No change when opening Task manager.
