System is Infected Wallpaper

Hi, a system is infected wallpaper is on a computer of mine. Its asking for a spyware removal tool but I've been looking through forums all morning and everyone else mentions that it is malware. Also I learned that everyone's issue regarding this 'malware' is different so I decided register to try to find some help of this matter. Anyone?
