What was occurring at the moment you first noted the problem appearance?
What new hardware or software might you have recently installed.
Since your initial question was about Drivers, have you noticed any warnings in Device Manager?

All the items in Orange background can be Disabled
Most of the items in Blue background can be Disabled
Essentially you can disable all but your Antivirus and software firewall, and you'll be just fine.

You machine's Memory Cache may be disabled and you will improve performance by enabling it.
It isn't anything we've done so far, but relates to settings in your BIOS.

There are many different versions of BIOS and many different ways to enter BIOS setup. Generally you press a certain key while the system is starting; many times there will be an on-screen instruction on how to do this. Common keys used to enter BIOS setup include Esc, Del, F1, or F10. Check your manual if you do not see instructions on the screen when you boot the system. The general procedure for enabling caches is this:
1. Restart your system.
2. Press the BIOS setup key when prompted on the screen.
3. Find the setting for processor caches in BIOS setup.
4. Change the setting to Enabled.
5. Exit BIOS setup, being sure to select the Save Changes option.
6. The system should restart and boot to Windows.
7. Visit PC Pitstop and run through our tests again to see if the problem is resolved.
You may find an improvement with Internet Browsing by optimizing Receive Buffer Size.

Simply remove the checkmark/tick from in front of HPDJ Taskbar Utility
You will still be able to run your HP deskjet features by selecting them manually as desired.
Reboot your machine.
When Windows Desktop appears, you will have a "nag screen" stating that your operating system is running in Diagnostic Mode, etc. etc. We know that since you used MSCONFIG to disable several of your Startups.
You can place a checkmark/tick into the little box at the left of the "nag screen" which says: "Never show this to me again." Then press OK.
You should now be at your Desktop.

Please go to Control Panel - System - Hardware(tab) - Device Manager
In Device Manager, please carefully inspect all of the listed items.
You are looking for Yellow or Red warnings or Black (!) exclaimation points.
If you do notice any of the above, please write down on a piece of paper the exact entry that has the warning.
