Download, and install the program. use it to remove the verison of Java you are having a problem with. Then, download and install the newest version of Java, from Java.com.

Thanks in advance for your help. I did run Windows Installer Cleanup Utility and said all was completed. When I started to download REVO Uninstaller I noticed the requirements did not include VISTA. Will this work with VISTA?

Its one or the other.. You don't need to try both.
Did the windows installer cleanup resolve the problem?
EDIT: After you install the Windows installer cleanup, you need to run it from your start menu -> programs. When you run it, find the software with "Java" listed in the title and select it. Click the "Remove" button to complete the process. If you have more than one listed, such as 2 or 3 different versions, remove them all.
Use Search and look for regutils.dll in all
Start, Search, For Files or Folders, All Files and Folders.
Put regutils.dll in the All or part of the filename field.
Under More Advanced options, make sure the following are checked:
Search system folders
Search hidden files and folders
Search subfolders
Once it's found, right click on it and select Open Containing Folder. That will show you where it is. Post that info here please.
Open a Command Prompt (Start then Run, type cmd and press Enter).
Type java -version and press Enter
Do you get output similar to the following:
java version "1.6.0_14"
Java™ SE Runtime Environment (build 1.6.0_14-b08)
Java HotSpot™ Client VM (build 14.0-b16, mixed mode, sharing)
or do you get something like
'java' is not recognized as an internal or external command,
operable program or batch file.
If the first, then Java is still installed thought the uninstaller seems to be totally messed up. I'd like to see a list of all files/folders that start with java. The easiest way to do this is to open a command prompt and do the following:
cd \
dir java* /s > javalist.txt
notepad javalist.txt
Copy the data in the notepad window and paste into a post here then close the notepad window.
I'm wondering if unregistering that DLL file may help at all.
If you could also try this:
Click start -> programs -> accessories -> right-click Command Prompt, and click Run As Administrator. At the command prompt type: regsvr32 /u "C:\Users\Jack Clouse\AppData\LocalLow\Sun\Java\regutils.dll"
