I see a lot of stuff there that should be disabled, but:

So if you go into msconfig, Startup tab and disable all except your anti-virus, does the problem still exist or not?

Excuse please - please continue to follow Ztruker and terri; I would totally remove Norton with the removal tool after downloading MSE to desktop as suggested. The tamper protection in Norton can cause this type of behavior as it did with me, although not specifically.
