Around May 1st, certain pages/features on the Hillsborough County Property Appraiser's website (http://www.hcpafl.org/www/index.shtml) stopped working on my desktop and laptop. The website works just fine if you check it on any other computer. Here's an example, from their home page, if I hover over "Property Record Search" and click on "Search GIS" it tries to take me to http://propmap3.hcpafl.org/ However, after a few minutes I get

Internet Explorer cannot display the webpage

Most likely causes:
You are not connected to the Internet.
The website is encountering problems.
There might be a typing error in the address.

This problem can be caused by a variety of issues, including:

Internet connectivity has been lost.
The website is temporarily unavailable.
The Domain Name Server (DNS) is not reachable.
The Domain Name Server (DNS) does not have a listing for the website's domain.
If this is an HTTPS (secure) address, click Tools, click Internet Options, click Advanced, and check to be sure the SSL and TLS protocols are enabled under the security section.

For offline users

You can still view subscribed feeds and some recently viewed webpages.
To view subscribed feeds

Click the Favorites Center button , click Feeds, and then click the feed you want to view.

To view recently visited webpages (might not work on all pages)

Click Tools , and then click Work Offline.
Click the Favorites Center button , click History, and then click the page you want to view.


This link works just fine on other computers and takes you to the map search page. This problem shouldn't have anything to do with any settings because I never touch my laptop nor did I make any changes to my desk top. Steps I've done to try and fix this on my desktop:

Uninstalled any Microsoft automatic updates installed 5/1 or later, turned off my firewall (AVG and Windows), turned off my virus program, uninstalled my AVG security suite, lowered my internet security settings all the way down to low. None of this has worked. All other websites seem to work just fine. I do not think I have any virus, spyware or malware problems as AVG checks clean. Below is my Hijack This log.
