Hi, I am moving into an older apartment, and I don't think there are 3 prong outlets. Can I use a 3 to 2 prong adapter so I can plug power strips into the wall?

You can, but you won't have a ground. If the electrical is in metallic conduit, you can ground to a lug in the electrical box. You probably should have an electrician look at this because the best way to do this is by getting into the box and installing a new, grounded outlet. If you don't have a metallic conduit to work with, you will need ground wires installed back to the panel.

There is a slight increase in fire risk by using power strips anyway. This risk is severely complicated if you don't have a good ground. Normally this is a problem in older homes rather than older apartments as typically they've had their system upgraded.
